Perhaps we could just add a "Breaks: grub2-common (<< 2.06-8~)" to
e2fsprogs-udeb?  After all, it's not that e2fsprogs breaks
grub2-common, per se, unless the *installer* happens to to use << grub
2.06-8~ and e2fsprogs 1.47.0-1.
