Hello, thank you for the diagnosis, the system is a test bed for new 
features upgraded in place since Etch, and always running some kind of 
unstable, so occasional weirdness and cruft are expected.
I am only sorry I wasted time for everyone involved before digging 
deeper and fixing it myself :-( .

Once the old stuff pruned and reverted to clean grub-* packages with an 
"install --reinstall" incantation it is all up and working.

Again sorry for the noise.
