Right, I was not using GNOME.  Joachim: perhaps bluetile should
Recommends: gnome-panel?

After installing gnome-panel and putting

 gnome-panel &
 exec bluetile

in my .xsession, I have the panel.

Alternatively, is it possible to learn from X whether the mod4 key
is mapped to anything in the current layout (to switch to mod1 in that
case)?  Please forgive my ignorance.
