I've only seen that in 2 cases:
1) /tmp was full
2) the dpkg-deb wrapper outputs something to stdout instead of stderr

Could you please run

sh -x dpkg-deb --fsys-tarfile /var/cache/apt/archives/ia32-libdrm2_2.4.11-1~18_amd64.deb >tarfile 2>stderr

and attach that to this bugreport?
