[Pkg-ia32-libs-maintainers] Bug#538243: [ia32-apt-get] parsechangelog error when installing/updating packages

When installing or updating packages using ia32-apt-get I get the following 
errors on every package:

> dch warning: new version (7.5-3~22) is less than                                                                     
> the current version number (7.5-3).

the parsechangelog error translates to "couldn't parse date ..."
