[Pkg-isocodes-devel] Handling of changelogs

Hi,

while preparing the next release of iso-codes, I noticed that there is a 
small problem if we want to keep separate changelogs for "upstream" and 
Debian.

As we're using the Debian BTS for bug reports, I would not want to loose the 
ability to close those bugs with a new upload to Debian (Closes: #nnn lines 
in the Debian/changelog). However, most of those bugs are in 
fact "upstream", not Debian-related. So the proper location to add a 
reference to them would be the file ChangeLog, not debian/changelog.

For the latest release, I've simply duplicated the contents of the 
changelogs, as this has been done previously as well. Of course, it would 
be better to have a clean solution for this. Any ideas?
