Okay, the extra blanks in the Malta entries in iso_3166_2.xml have been removed...

This is my first experience with PO file manipulation, but I think I figured it out.  Please review change r1378.

After "make update-po" I did need to manually unfuzzy and clean up just a few of the newly merged PO's.  A couple of them were straightforward, but these two were strange (but I think they're good now):

   - sk.po - After update-po it acquired strange totally incorrect new msgstr's for the entries I had changed, each tagged with a [geodesy] comment line -- where did they come from?  For example, it acquired a new translation for MT-53 "Santa Lucija" as "Santa Cruz de Tenerife".  I removed those new entries.

   - wa.po - After update-po it acquired just one new mysterious msgstr, translating MT-53 "Santa Lucija" to "Son".  I see additional questionable "Son" translations in that file.  I removed it.
