[Pkg-isocodes-devel] New Bulgarian PO file for 'iso_639' (version 3.12.1)

Hello LI Daobing,

This is completely new work as the previous file don't contain correct 
translation.
Same reason for 'iso_639_3' Note that last contain thousands of fuzzy 
messages.
