Hi,

to emphasize the importance of this problem, I would like to
add that the error message yielded by this bug is very
irritating and can lead to an extended debugging session:

Casual lusers like me tend to blame a bug in struts.jar, some
XML processing library or tomcat4-admin before they reach for
the real cause.
:-(

It would be great if this could be solved with a higher
priority.
