I would suspect 1) was a mistake but I haven't checked.

About 2) though, have you checked that they have not been converted into
a standard-alone patch in debian/patches? If not this could be a real issue.

Regardless, you are more than welcome to fix this/these issue(s). If you
are not already a member of the Java Team, you can apply for membership[1].

Personally I prefer 3.0 (quilt) to 1.0 and I know others of the team are
also either okay or happy with it. I think you can convert it to 3.0
(quilt) if you want.
  I am not sure about Marcus Better, but as I recall both Arnaud Vandyck
and Michael Koch are both not active. Considering that Marcus has not
worked on this since 2007 (according to the changelog), I think this
package is pretty much up for the taking.
