The transaction in question of which I am about to reveal to you, emanated from over-invoicing of contract awarded in my ministry for the supplies of the drilling chemicals/fluids and equipment. In the course of the contract, the approvals and payments were completed without hindrances but the approved fund has been paid now into an offshore suspense account awaiting clearance/claim from the beneficiary.
