Hi all!

I edited these pages:

 * https://wiki.debian.org/Javascript/Policy (js policy)
 * https://wiki.debian.org/Javascript/Nodejs/Manual (nodejs policy)

And added the "exclude-files" paragraph (as reported in this
discussion) and reviewed the style.

If someone want to take a look, just to be sure I did not put any
false sentence..
