Now I think this issue #946480 should be handled by updates to

and/or
README.Debian

telling non-root users that they have to run lxc-start as
systemd-run --user --scope -p "Delegate=yes" lxc-start -F -n ...

There seems nothing required to change other than documents,
though addition of more sensible error handling and error messages
are helpful at the upstream.
