[pkg-lynx-maint] splitting off lynx-data

Hello,

TODO now has
* create a lynx-data package to fix the big /usr/share issue

I guess this is triggered by lintian's
arch-dep-package-has-big-usr-share which imho is often overzealous.
While it is true that usr/share takes about 61% of the whole disk
usage the whole package is 1.7 MB compressed.

Splitting has considerable cost (growth of Packages file, which is
downloaded millions of times, another package for the depency solver
to take care of, ...) which imho outweighs the saved archive space.
