Debian jessie freeze -> change in Git commit policy for pkg-mate team

Hi all,

now that we have passed the Debian jessie freeze threshold, we should  
set up some rules for working on MATE during the freeze:

    o no grave packaging changes (debhelper <-> CDBS, etc.)
    o no unnecessary changes that clobber the changelog (but may  
endanger the package
      to pass the release team review if an unblock requests gets processed)
    o we only fix bugs with severity "important" or above
    o EVERY COMMIT FIXES A PREVIOUSLY FILE BUG!!!

If people push to the pkg-mate teams Git repo without consent, we have  
to revert those commits.

Anything else, others want to add?
