Enable faad support in ffmpeg/experimental

Well, everything different from resignation sounds good to me. If this 
concept proves its worth, I suggest releasing ffmpeg packages on a 
regular basis (e.g. as soon as something noteworthy is advertised on 
their homepage).

OTOH, there are still issues with several encoders (e.g. MPEG-2) and 
the question aroused if they should be included in Debian main or 
maybe non-free or not at all. Has this discusion seen any progress?
