If we go down this route, I think it makes sense to remove the
libjack0.100.0-0 transitional package as well. That will make the
binary packages you mention uninstallable, but as they must be
re-uploaded anyway without the libjack0.100.0-dev build dependency,
that shouldn't be a problem.
