hmm, this confuses me a bit.
i thought that the changelog should not be touched until the upload, and
only the person uploading would then run git-dch to regenerate the
changelog from the commit-messages (and eventually cleanup).

from my experience, using both git-dch (at the end of an upload-cycle)
and manually updated changelogs (probably using git-dch to "manually"
update...the point lies in updating the changelog between uploads) leads
to a lot of confusion.

so i'd like to ask:
 what is the recommended way to update the changelog?
