Ah, the 00 patch is incomplete. the targets for the utility programs
do not include LDFLAGS. I have included them in the patch, no lintian
doesn't complain.

I find it better to use LDFLAGS, because if in the future new
hardening flags are introduced we will get them for free, otherwise we
would have to import them one by one.
