Upstream answer:
Yes, API but not ABI (C++ really sucks for making ABI compatible libs).
Zynaddsubfx, for example, can be built against either FLTK 1.3 or NTK.There
are some differences in the way overlapping controls are drawn, so some
tweaking may be required to get things to display right in certain
applications, but it should compile anyway.

​ One big difference, as far as building goes, is that fltk uses its own
config program (fltk-config), whereas NTK just uses pkg-config like nearly
everything else out there.
