I think we should move the symlink claim handling from mariadb-common to
mariadb-server-<whatever>. Then it'd work the same as
mysql-server-<whatever> and because those all conflict, we won't end up
with this collision.

We just need to ensure that MariaDB clients and the client library work
correctly without the configuration components provided by
/etc/mysql/mariadb.cnf.
