[debian-mysql] Bug#1029092: Don't update mysql-defaults in Debian testing/Bookworm too early

Is anything missing yet, or is there anything we could help with?

Because currently bookworm is broken due #1029092 blocking
migration of the mysql-defaults packages to bookworm (while
mariadb-client/mariadb-server packages are fine AFAICT), FTR:
