Precisely. It probably *does* work in the majority of cases for the
majority of users, as they may install openmpi-common or still have
it installed. However, installing from scratch and relying on package
dependencies only, libopenmpi-dev will currently not pull in
openmpi-common, thus leaving the compilers without configuration files.
I only noticed because I was trying to upgrade a mixed ubuntu
gutsy/debian sid system (don't ask...) to openmpi 1.2 and decided to
start with a clean slate.
