[Pkg-openmpi-maintainers] Bug#865471: Correction to Bug Report

I had the story wrong about the symlinks in /usr/lib/x86_64-linux-gnu/. The
*.so.20 links were missing, so the

*.so links that pointed to them were dead links.  The workaround doesn't
have to create the *.so links since

they were already in place. It just brought them back to life. :^)
