I believe this is a bug in dpkg, please see #348133.

Also, other packages than openssl and ca-certificates, or the user,
might be creating files there that are not owned by the openssl package,
so there might still be files in the the directory.  I could consider
doing an rmdir of /etc/ssl, but I won't.  dpkg should remove the
directory itself when it's empty.
