The reason that etch2 (and so etch3) has a big patch is because it
contains a huge patch for the DTLS bug fix.

You can argue on what the best way to do this is.  Some feel it's the
VCS job, some prefer splitting things out in seperate patches.  See the
current discussion on devel-devel.  I have no strong feelings for either
solution.
