Bug#276292: missing dependency for build of libapache-dbilogger-perl 0.93-4

It seems as though there are missing Build dependencies for building
libapache-dbilogger-perl 0.93-4 on sid systems.  libapache-mod-perl
seems to be required, but lacking a clean system, I cannot guarantee
nothing else is missing.

Error log:
