Cannot install many perl packages anymore in unstable

At the moment we're in the hands of the release team (CCed), who are
coordinating the binNMUs which will fix all these. I don't have any ETA for
this, but maybe they do.

At this stage I suspect there's nothing to help with, although once
the binNMUs get underway there will be a certain amount of work needed
to keep on track of any build failures. You can see the current progress
