Bug#242499: libapache-mod-perl and request-tracker3 randomly sends html to error log instead of browser

There was quite a bit of investigation on this bug, but no resolution
was ever reached. As this bug relates to long-obsolete versions of
Apache and mod_perl, I am inclined to close this now, but does anyone
have anything to add before I do?
