Thanks for doing so! Indeed that's correct. I have done some pushes to
our git regarding this four days ago, but I seem to have forgotten
policy.pod! Thanks!

The other part you mentioned is also already fixed in git, for
dh-make-perl and also a mass-commit to all pkg-perl packages. What is
missing is to adjust our packagecheck helper script to also fix later
on injected packages.
