I was tempted to say the same; but then I thought that it's just a
makefile ...

So, after some 42 iterations I think I have a patch (to install
debian/tests.txt only when there's no DEB_BUILD_OPTIONS=nocheck).

Pushed to the git repo. Jonas, can you take over?

(The amount of failing tests while the build still succeeds is also
interesting.)
