Hmm, there's indeed an issue. My system has:

$ locale

LC_MEASUREMENT="fr_FR.UTF-8"
LC_IDENTIFICATION="fr_FR.UTF-8"
LC_ALL=

But frozen-bubble UI is in English.

Unfortunately, the patch you mention does not solve the issue on my system.
