Commit message:

    add (>= 0.39) to the libwx-scintilla-perl (build-)dependency
    
    Closes: #744224 -- Padre does not start, aborts with Segfault
    the build-time dependency needs to be >= 0.39 too, otherwise
    some tests fail (with segfault)
    
    Closes: #746139 -- FTBFS: segfaults in three tests
