This one puzzled me for a while until I saw that you also used 
debian/fix.scanned.copyright to remove extra '#' from © owners

Without this file, the © info are not duplicated and cme behaves (more or 
less) as expected. 

The instruction from fix.scanned.copyright is applied too late, i.e. after the 
© entries are coalesced.

Anyway, this issue is better fixed in licensecheck. I've also fixed the 
duplicated © info extracted from src/cli/one_helper.rb

Also fixed by removing extra '#' in licensecheck result.

Sure. But that easier said than done ;-)

I keep this bug open for libconfig-model-perl because some improvements can 
also be done in there.
