I suspect PDF::FDF::Simple::Builder is only used at build time and should
not be shipped in the binary package, but that's hard to be sure of.

If we continue to ship PDF::FDF::Simple::Builder in the binary package,
we can either Suggest/Recommend libmodule-build-perl or skip this module
from the syntax check. I intend to do the latter for now, but that's
easy to revert if somebody disagrees.
