Sorry, that was a wrong diagnosis. The problem is the shebang in
t/scripts/psql, which gets fixed to #!/usr/bin/perl by Build.PL before
the test suite is run, but not for the autopkgtest checks.

I suppose we need a smoke-setup script to fix the shebang.
