[librecat-dev] please declare as relaxed dependencies as possible

Hi all

I think the RDF::LDF was never packaged yet for Debian and is added
recently to Catmandu-RDF as a new dependency.
Clone 0.38 was introduced from the very start to RDF::LDF. Anyways, I’ve
released RDF-LDF 0.11 which
downgrades all Perl dependencies to the package list I found for Debian
wheezy where required and to any version else.
