Bug#802034: mb2md: FTBFS: dh_install failure

This package fails to build on current sid.

     dh_install
  cp: cannot stat 'debian/tmp/debian/tmp/dh-exec.JqZw1lqx/usr/bin/mb2md': No such file or directory
  dh_install: cp --reflink=auto -a debian/tmp/debian/tmp/dh-exec.JqZw1lqx/usr/bin/mb2md debian/mb2md/usr/bin// returned exit code 1
  make: *** [binary] Error 2

This broke with dh-exec 0.18. Apparently it's something to do
with the DH_CONFIG_ACT_ON_PACKAGES changes (#698054).

It's not clear to me if mb2md is doing something wrong or if it's
a regression in dh-exec. The debian/install contents are just

  #!/usr/bin/dh-exec
  mb2md-3.20.pl => usr/bin/mb2md
