Bug#813766: dh-make-perl: manually specified --depends

I tried to use --depends to force package dependencies (download about
10kb),

   wget http://search.cpan.org/CPAN/authors/id/E/EW/EWILHELM/Math-Geometry-Planar-Offset-1.05.tar.gz
   tar xfz Math-Geometry-Planar-Offset-1.05.tar.gz
   dh-make-perl --no-network --vcs=none --depends perl --build  Math-Geometry-Planar-Offset-1.05

but dh-make-perl did its dependencies guessing etc, resulting in
libyaml-perl among the dependencies.  I hoped only my manual --depends
would be used.
