I think the reason is different:

AtteanX/RDFQueryTranslator.pm was in libattean-perl but according to
its d/changelog:

    + Remove AtteanX::RDFQueryTranslator (split into a new package) and
      all other references to RDF::Query.

So someone would need to package the now separate
AtteanX::RDFQueryTranslator.
