Bug#840076: please mark sgmlspl wih Multi-Arch: foreign

The packages listed above cannot satisfy their cross build-dependencies,
because they depend on sgmlspl, which is unavailable to any non-native
architecture. It is an Architecture: all package and thus treated as
native architecture (which is defined as dpkg's architecture). Since the
command line interface of sgmlspl is architecture independent, this can
be fixed by adding a Multi-Arch: foreign stanza to debian/control.
Please consider applying the attached patch.
