I've made some progress with this and filed an upstream bug report
at <https://github.com/genome/UR/issues/126>.

While I suspect the issue is with the code, that code
(UR::DataSource::File), is marked as deprecated. 
We might want to consider temporarily disabling the relevant test unless
a better solution is found soonish.
