Bug#839212: libdbd-odbc-perl: run the test suite on build/autopkgtest

This package has an extensive test suite that is not run at all on
build (debian/rules overrides dh_auto_test), and gets mostly skipped on
autopkgtest because "DBI_DSN is undefined".

The rationale in debian/rules is

  # here is a test target -- it works for me under postgres
  # keeping it in a separate make target, and not actually invoking it
  # should keep the requirements simpler for the non-i386 builds

which seems rather outdated to me.

I've just done a minimal 1.52-2 upload but didn't have the time
to address this. It would be great if somebody could :)
