Bug#908164: dh-make-perl: Suggests to use dselect

dh-make-perl gives quite outdated recommendations and suggests to run
"dselect update" (!) if it is unable to obtain version information for
some module:

Unable to obtain version information for Class::Accessor. You may need to install and run "dselect update" at /usr/share/perl5/Debian/Control/FromCPAN.pm line 351.
Unable to obtain version information for Parse::RecDescent. You may need to install and run "dselect update" at /usr/share/perl5/Debian/Control/FromCPAN.pm line 351.

Please change that to "apt update" since fewer and fewer systems have
dselect installed: https://qa.debian.org/popcon.php?package=dpkg (And
probably even fewer administrators even know about it.)
