so, indeed this dist is not on CPAN anymore, although its author is
still very active: https://metacpan.org/author/AWNCORP

Given the functionality this module provides, to me it sounds like
this was a potential good idea at the time, worth trying, but no CPAN
author found it useful enough to use it, and it was abandoned.

There's no reverse-dependency in the archive, popcon says
5 installations, 1 vote, and only 1 recent.

I propose we remove this module from Debian.
