[php-maint] Backport php7 to jessei

Not into official debian-backports. However there are packages for
jessie available here: https://packages.sury.org/php/

We'll probably move that under php.debian.net (similar to
mozilla.debian.net) when the things stabilize enough (which I hope will
be very soon).
