[request-tracker-maintainers] Post Bookworm release thinking

Hey RT folks,

Now that the rhino bug is resolved and we're able to build the request-
tracker5 packages again, I spent some time over the weekend working on
them.

I think that once Bookworm is released, we should release 5.0.3+dfsg-3
and propose it for 12.1 as I have fixed #103304 [0].

I have 5.0.4 [1] packaged and ready for upload, but it requires
introducing some new packages into Debian:

* libgraphviz2-perl (which also needs libtest-snapshot-perl)

And while it isn't a core dependency, the functionality introduced is
useful, so I have also prepared:

* libcss-inliner-perl (which needs libhtml-query-perl, which in turn 
  needs libbadger-perl)

I intend on creating ITPs for these, and having them under the Debian
Perl Team. But figured I'd wait until after Bookworm is released.

The other thing I was thinking is I should probably actually do the
work on upgrading myself from DM to DD.
