[Pkg-ruby-extras-maintainers] Extconf class args

Hi Paul,

I have investigated further and it looks to me that you're absolutely
right.  I have removed it from both libsvm-ruby and libcomplearn-ruby.
 Thanks for the tips.  I think everything is in order now.  Also, I
have just now incremented my debian package numbers for the first time
as it seemed overdue.  I think the next steps are to get the
build-deps and me into debian.  Cheers,
