First, thanks for contacting us. Helps us with our effort to change the
way transitions are handled to one that includes learning from the
Release Team the issues that we are concerned about, and that need
ensuring, and where there's a person who has spent time to ensure that
those issues are addressed in a way they'll be no-issues the day of the
upload.

That person will normally be the developer responsible for the upload,
but in fact can be any developer that steps up and says "I understand
the issues involved, and I've made sure they'll cause no problem".

Said that, I'm sure you'll find that at least one of the members of the
release team will be able to allocate some time to perform that task
*together* with the maintainer. If you'd like that, please let us know.
