[DRE-maint] Bug#844576: gitlab: Pipeline status is always pending if no build fail

Hello,
After upgrade to 8.13.3, Pipeline doesn't work like before.
The problem is, only builds in the first stage run,
if they fail, then the pipeline status changed to fail,
if they success, build in following stages will not run,
and if no builds following, pipeline status will always be pending.

The problem just make CI broken, so I mark this bug as important.
